Do a web app and mobile app sharing one project need two subscriptions?

Plans are purchased at project level. A combined project can share one backend and plan; apps in separate projects each need a plan.

Can Free launch a live app-store version?

Free supports development and on-device testing. Live mobile deployment and app-store publishing need a paid mobile-capable plan.

Can I estimate workload from registered-user count alone?

No. Queries, workflows and other backend actions contribute to WU. Measure representative activity rather than assigning one universal WU allowance per user.
